The official said that «another eventuality for which the beneficiaries must be given an extension is the shortage of materials, like lattices, bathroom suites and kitchens that are in high demand, and although you can buy them in any store selling materials in the city, the action is not undertaken because the transport is so expensive, despite the grant also includes financial support for transportation.

«All of this leads to the freezing of subsidies, given that the budget allocated for the year is dependent on spending in the same or expenditure on the purchase of materials, endorsed by Resolution 40, and if this is affected by the above you have less budget to pass on, » said Tapia.

The municipality of Centro Habana ended the year with just over 3.35 million pesos unspent, due to lack of materials on offer to take on constructive actions, and a significant number of cases unattended. This issue needs flexibility to expedite the process, which should be more effective and less bureaucratic.
